Convention-District Chairperson

Leadership Education Co-Chairpersons
The Committee on Leadership Education shall assist the District Leadership in developing meaningful educational and training experiences for all Kiwanians at District Conventions and Conferences, organize and/or promote operations and leadership programs for incoming District and Club Officers, and promote continuing Kiwanis education within each club.
It is our goal to: 1) radically improve attendance at club officers education which begins in May 2007; 2) provide effective workshops for club presidents and club secretaries at Mid-Winter Conference (Lancaster) and District Convention (State College); and 3) explore and implement a K University style education program utilizing a core group of skilled educators and a blitz approach of seven sites across our District.

District Interclub Chairperson
The Committee on Interclubbing shall work to ensure that Kiwanis clubs actively participate in Interclubbing on the division, region, district and international level. The committee shall provide clubs with ways and means to encourage Interclubbing. The committee shall also judge the Interclub contests for awards to be presented at District Convention.
It is our goal to: 1) have every Kiwanis club hold at least one Interclub monthly; 2) have at least 50% of the division's clubs qualify for the George F. Laning Interclub Award; and 3) have a minimum of two (2) Kiwanians from each division qualify for the Rudy Hoffman Award.

District International Understanding Chairperson
The Committee on International Understanding shall use the Fifth Object of Kiwanis (To provide through Kiwanis Clubs a practical means to form enduring friendships, to render altruistic service, and to build better communities) as its guide in bringing hands-on projects to our Kiwanis Clubs and members. The committee shall continue its work with the Jamaica Garden Blossom Project and encourage Kiwanis leaders to participate in the work camp sponsored in connection with Jamaica Kiwanis clubs. The committee will further work with the Hanover Kiwanis Club in support of its Bulgarian Orphanage Project.
In cooperation with the Governor-Elect, responsible for opening new clubs, this committee shall promote the building of new Kiwanis clubs throughout the World via the World Link Program.

District International Foundation Chairperson
The Committee on International Foundation shall encourage Kiwanis clubs to support the purposes and objectives of and contributions to the Kiwanis International Foundation. The Committee will publicize Kiwanis International's efforts to raise $3 million to finish our efforts to help eradicate iodine deficiency disorders through the I D D Free: Continuing the Kiwanis-family Commitment because 113,000 babies born each day deserve the best possible start.
It is our goal to: 1) have 100% participation of clubs in the Annual Club Gift Campaign; 2) to have at least two (2) of the following in each division: Hixson ($1,000) and Tablet of Honor ($2,000); 3) to promote the Foundation's programs at District Convention and Mid-Winter Conference; and 4) raise $75,000 ($1 per member per month) toward the I D D Free Campaign.

Laws, Regulations & Resolutions Chairperson
The Committee on Laws, Regulations & Resolutions shall examine the District Bylaws and shall submit any recommendations concerning revisions thereof to the District Board, shall cooperate with the Board in drafting proposed amendments authorized by the Board, and shall make a report on all properly proposed amendments to the District Bylaws to be acted upon by any convention. The committee shall also cooperate with the Board in interpreting the spirit of the District's Bylaws and in securing the proper observance of obligations, standards, and practices arising there under, including the adjustment of any grievances.
The committee also will encourage club boards and the District Board to submit resolutions for consideration by the District Committee and the International Committee on Resolutions. The committee has the authority to create resolutions and to modify, combine, and edit all resolutions submitted by it. The membership of this committee shall include at least two (2) past District Officers, one of who shall be a Past District Governor.
It is our goal to: 1) have the District's bylaws amended to include additional reorganization items, and to change outdated terminology; 2) have each Kiwanis club make certain that its bylaws are as current as possible; 3) work with the Circle K and Key Club committees to make certain that their District Bylaws are in conformity with International and District bylaws.

Past District Governors Chairperson
The Committee of Past District Governors shall consider and report to the District Board its conclusions on all matter referred to it. It shall initiate subjects for consideration and report to said Board its conclusions. A summary of its proceedings shall be provided to each member of the committee and to the District Governor and District Secretary. The committee shall meet at the time of the District Convention and may hold other meetings at the call of the chair.
The Committee of Past District Governors shall be composed of Past District Governors who are active, senior or privileged members of clubs within the District and a quorum of the committee shall be a majority thereof. This committee shall determine the method of selecting its chairman, who shall serve at the pleasure of the committee. The committee shall submit the name of the chairman so selected to the Governor-elect prior to October 1st.

Marketing and Public Relations Chairperson
The Committee on Public Relations shall concern itself with the material and the media by which the public shall receive a true knowledge of the objects, ideals, programs, and achievements of Kiwanis International and of the Districts and the clubs thereof.
It is our goal to: 1) brand Kiwanis as never before making our name synonymous with our defining statement, ‘Kiwanis is a global organization of volunteers dedicated to changing the world one child, and one community at a time'; 2) grow our contact list of professional marketing/public relations Kiwanis members who will be a contact for the Chair; 2) to develop a database of publications, radio and television stations that can be disseminated to each Kiwanis club; 3) to provide practical help for Kiwanis clubs to publicize their events; and 4) to provide a Foundation for the Governor to share a Vision for Pennsylvania Kiwanis and to motivate its members to action.

Risk Management Chairperson
The District Risk Manager shall learn and understand the contents of the Liability Risk Management Packet and serve as a resource for the clubs; provide answers to basic questions and instruct the clubs on how to utilize the risk management materials provided; conduct workshops and training for the District (developed by Kiwanis International); regularly communicate with Kiwanis International Risk Management Representative regarding club activities and issues that arise; and attend the District Risk Manager Training provided by Kiwanis International.
The Risk Manager is a three (3) year position and should have a background in property/casualty insurance, or experience as an insurance agent, insurance company employee, or attorney familiar with negligence and liability law, or be a person with a good business background (possibly a business owner or manager).
Note: The Risk Manager may have an informal committee to assist him/her, but the Risk Manager is responsible to Kiwanis International in their duties.

Service Leadership Programs
The following five programs are recognized by Kiwanis International as consisting of members who want to provide service to others. The five programs must be sponsored by a Kiwanis club and will have a member of the Kiwanis club as an Advisor. The Kiwanis club is responsible for the sponsored program and its actions. They are encouraged to interact as often as possible to promote greater understanding and higher levels of service. It is also strongly encouraged to have interaction among the different sponsored programs within the guidelines of Kiwanis International.
District Aktion Club Administrator
The Committee of Aktion Clubs shall assist Kiwanis clubs and Divisions in establishing Aktion Clubs in conjunction with community agencies or organizations that serve the needs of people with disabilities and shall promote the concept of continuing and effective sponsorship upon the part of the sponsoring Kiwanis club(s).
In it is our goal to: 1) maintain and grow the clubs we have; 2) build new clubs in all regions; and 3) have Aktion club members at our Mid-Winter Conference, and District Convention

The Committee on Builders Club shall assist Kiwanis clubs in establishing Builders clubs in junior high/middle schools and shall promote the concept of continuing an effective sponsorship upon the part of the sponsoring Kiwanis club.

District Key Club Administrator
The Committee on Key Club shall be responsible for the proper carrying out of the Key Club District organization's administrative functions in accordance with the Kiwanis District Board's approval.
It is our goal to: 1) maintain and grow the clubs we have; 2) achieve membership growth; 3) have a Circle K club provide a "Key to College" program to at least 25 percent of our Key clubs; 4) develop a database that will enable Pennsylvania Kiwanis to track our graduating Key clubbers, especially if they are pursuing higher education at a Pennsylvania college/university; and 4) have Key Club members at the Mid-Winter Conference and District Convention.

Key Leader
The Committee on Key leader shall promote the vision and mission of Kiwanis new youth leadership development program to the District's clubs. The committee shall encourage Kiwanis clubs to offer financial support for students they believes will benefit from the leadership weekend offered by Key Leader.
In 2006-07 it is our goal to: 1) host a successful first Key Leader program in our District; 2) inform and educate our Kiwanis clubs about this new program via workshops at Mid-Winter Conference (Lancaster) and District Convention (State College); and 3) have a student representative from Key leader provide remarks to the 2007 District Convention at State College.

District PA Reads - Early Childhood Literacy Chairperson
The Committee shall promote PA Reads to the clubs. Kiwanis clubs should be encouraged to commit time to a "hands-on" service project reading to children in their local community. Partnerships with similarly focused organizations should be sought out to support projects such as reading to children, book collections, and outreach to special needs and multi-lingual children. Contact with K-Family sponsored youth clubs to jointly perform service projects that share the joy of reading with young children is expected.
It is our goal to: 1) carry PA Reads into the mainstream public consciousness as a Kiwanis initiative; 2) hold effective workshops at Mid-Winter Conference (Hershey) and District Convention (Altoona); 3) have at least 85 percent of each division's clubs participate in PA READS - A Kiwanis Early Childhood Literacy Project; and 4) identify and pursue private and public foundation grants to assist with literacy in the district.

Young Children Priority One Chair
The Committee on Young Children Priority One will help clubs and Divisions create service projects helping children prenatal through age five. The committee will do this by educating club leaders on specific needs and projects, developing or maintaining relationships with other organizations that serve young children and their families, linking clubs to these organizations so that they can collaborate, and awarding or recognizing effective projects.
